County Executive Officer, County of Orange
Frank Kim was unanimously appointed County Executive Officer (CEO) by the Orange County Board of Supervisors on May 12, 2015 and to the Treasury Oversight Committee on May 15, 2015. Known equally for his expertise and his collaborative approach as a problem-solver, Kim brings to the CEO role more than 25 years of experience in budget planning, organization and direction; team leadership and supervision; program development and management; and accounting services. He joined the County in 1995 as a staff accountant. Prior to being named CEO, Kim served as the County’s Chief Financial Officer since 2012. In collaboration with Executive Management and the Board of Supervisors, as CFO, he was responsible for the County’s $5.6-billion, 23-department, 18,000-position budget. He also held the position of County Budget Director for more than five years, monitoring and preparing quarterly budget adjustments and developing the County’s five-year Strategic Financial Plan.
